Add a setting to disable "Dendron is active" toast

The "Dendron is active" toast is a bit annoying to see every time I open my dendron workspace. It doesn't seem to have a timeout either, which forces me to manually close out of it.

Describe the solution you'd like

It'd be great to have a simple setting to disable the popup message. In addition, I think a timeout for the toast would be ideal.

Describe alternatives you've considered

To make it extra user-friendly, there could be a "Don't show this again" option on the toast. Not necessary but could be nice for some users.

These toasts should dismiss automatically already but it does seem like they may be lingering for too long. Thanks for reporting @sethmnielsen
