support for sleeping HA nodes #116

Reason: on hardware failure of node1 all vz's automatically start on node2
using drbd and heartbeat

Description: openvz starts only when the node is in use and not before that

live switchover is also very handy

Should be pretty easy.. there is a openvz kernel but no /proc/vz/veinfo this 
would be automatically a sleeping or failover machine and should not be 
discarded
