If you're creating a new visual, the 'New Specification' dialog should be visible when you open the editor, provided that you have added at least one column or measure to the visual dataset. MS has imposed some technical limitations for being able to execute a visual as sophisticated as Deneb without having data present, and we can't work around them. Still, once you add some data, you should get the screen. If you haven't supplied data, the landing page should still show until this condition is satisfied.
If you have data and the screen isn't coming up, can you please provide more information, such as the exact steps you are taking to get to the point where you are stuck, as well as the precise version of Power BI Desktop you are using (and if you are using Report Server, the exact version of this) and web browser/version if doing this in the Power BI Service - this is so I can see if there are specific compatibility issues that might be causing the visual to crash if you are seeing a white screen and not the landing page when in focus/edit mode.
It may also be possible that if you create a specific visual on the canvas and then change it to a Deneb one, there may be something specific going on here. Again, anything you can provide that helps me replicate the issue exactly will help me get you a targeted answer.

I am new in using Deneb and I am experiencing an issue with the Deneb visual in Power BI where selecting the visual header's "Edit" option doesn't open the "Create New Specification" dialog.
