Implement command to `prune` the unavailable cheats #814

this is an alternative to https://github.com/denisidoro/navi/issues/140 and https://github.com/denisidoro/navi/pull/258

the idea is to avoid overhead in the run-time, and instead create a new navi command (i'm suggesting prune) that can be called on-demand and enable/disable the cheats available in the environment.
