Call timeout is ignored on inbound calls. #956

What steps will reproduce the problem?
1. Upgrade fusionpbx
2. caller calls in
3. phone will ring for longer than 30 seconds before going to voicemail

What is the expected output? What do you see instead?
Calls should go to voicemail after 30 seconds or after 5 or 6 rings

What version of the product are you using? On what operating system?
v8470 on debian 7

Please provide any additional information below.

Delete the following dialplans from each domain then run Advanced -> Upgrade -> 
App Defaults.
* user_exists - call_timeout variable was added

After doing that Flush Memcache and try again. Report back to let us know it 
worked.

Havent been able to confirm from complainant, but that seems to have solved the 
issue, thank you.
