Adds an implementation in Golang that is a copy of the algorithm directly out of C++ Add automated runners in Github Actions that will execute all the defined runs

I couldn't get the Julia version to build or run either locally or in Github Actions, so I left it

I'm not sure if you don't have Actions enabled, or if it's just protected from first time contributors. Here is the run in my own fork
