Application List page should allow users to star (or perhaps tag) student proposals. #32

What steps will reproduce the problem?
1. Visit the Application List page, scan proposals to find those that are
relevant.
2. Time passes.
3. Visit the Application List page with the intention of reviewing those
relevant student proposals.

What is the expected output? What do you see instead?

Expected: Ability to star (or tag, or label) those proposals that are
interesting to me so that I can quickly identify and resume work on them
after the passage of time.

Actual: I have to scan through every proposal again to find those that are
relevant to me.

Please provide any additional information below.

Starring is sufficient for me, but administrators might appreciate the
ability to apply arbitrary tags to student proposals.

I like how this issue tracker emails when an issue I have starred is updated. 
Similarly, if I had the ability to star proposals, I would like to be notified 
when
starred proposals are updated in any way.

Really looking forward to the SoC 2008 web app!  ;-)

Agreed to the tagging.  Our org has a number of proposals for the same project. 
 We
would love to be able to stick a short string (<30 chars) on each application, 
and
then see the applications grouped by that string.  This way we can more easily
compare competing proposals.

And another me-too.  Some titles are sufficient, some are not.  Some of our 
"almost" apps nearly slipped through the cracks; they might have been taken if 
the right people had noticed them and given feedback sooner

I would like the ability to "star" the publicly visible accepted applications. 
I was
browsing through the different projects on http://code.google.com/soc/ to see 
what
proposals were accepted and lots of them look really interesting. Rather than go
hunting for a mailing list or blog concerning that project, it would be nice if 
I
could star an interesting application (e.x.
http://code.google.com/soc/ubuntu/appinfo.html?csaid=F759B5D30A8F79AF) and get 
email
updates at the end of the summer regarding the outcome of the project.
