Duplicate submission of an application for SOC #42

What steps will reproduce the problem?
1. Submit an application
2. Break your internet connection
3. Re-submit the same application on the same page

I expected to see a duplicate application warning

I am using Firefox (2.0.0.2) on Debian to browse your the SOC pages

Plz look into the issue, i guess you understand my problem and hopefully
the duplicate application will be deleted.

Marking this as an enhancement, since this needs to grow new logic, not fix 
existing
logic.
