Add strobing functionality as requested for this weekend; #105

:mag: Details

Updated sample jocs file as well as actual jocs file as well. This branch also includes merges from "jocsChanges" branch.

:heavy_check_mark: Testing

[x] Done in simulator on my computer, crashes in the same place that it always does on my computer but doesn't on better computers due to real time factor being too low on mine and they spin out of control.
[ ] Please check this if you ran it on a nicer computer to completion without crashing

NEED SOMEBODY TO TEST IN SIMULATOR ON EFFICIENT COMPUTER (Kyle's home desktop or the lab's laptop for example)

@tessmichi, not sure if my computer is also too slow, but the drones spun out in the spiral at the end: the circle continued expanding, and they eventually crashed. Was this the same crashing that you observed on your machine?

@zls29 Yes that is the same behavior I have been getting that runs fine on Kyle's computer. Sorry for not being specific - I will be sure to add more detail in the future!

Okay so they do stop way too fast. But that's something we have to fix anyway. But they dont' crash in my simulator. What we should do is have them do a slower circle after their fast one to let them slow down gradually. Then they can go up.
