docs: add Scoop to README.md #23708

To be exhaustive in the README.md, this will restore the installation command for Scoop that was added in #1467, and then removed in #1728.

The README is intentionally kept short. All installation commands (including Scoop) are part of the docs here: https://docs.deno.com/runtime/manual/getting_started/installation#download-and-install
