chore: cargo publish, tag, and do a GH release on cargo version change merge to main

From now on, when we merge a commit to main that includes a version in the commit message and has the Cargo.toml version bumped, it will automatically do a cargo publish on deno_ast, tag it, then do a GH release with changelog.
