feat(html): jsdoc module linking #586

allows linking to other modules and their symbols. syntax is:

@lucacasonato we do have https://docs.deno.com/runtime/manual/tools/documentation_generator, but its quite lacking. I am planning to make it more extensive and add a section/page on available jsdoc tags this week, i'll add this to it.
