Reland global search modal #2294

Things that need to be fixed before re-landing:

[x] The sorting for the deno_manual index must be updated to match the current manual index.
[x] The garbage data from the deno_manual index needs to be removed.
[ ] Manual search results don't have a real title. (@lucacasonato has a fix)
[x] The dialog should open for both Ctrl-K and Meta-K, and also /.

Things that would be nice to fix:

[x] serve from std/http is not at the top of the list when I search for serve.

We're using a paid plan, so it's a low priority:
