DDR.config expects ddrlocal(-local).cfg to be present #228

DDR.config expects to find ddrlocal.cfg and/or ddrlocal-local.cfg to be present in /etc/ddr, even if the app is e.g. ddr-idservice, and will crash if the files are absent.
