Figure out how to setup ddr-local using Vagrant, Ansible #310

Initial attempt sent to @pkikawa as of commit b204ad4.

This bootstraps the VM but has several issues:

The generic/debian11 box has a dynamic VDI but is limited to 128G rather than 8G. We need to use a different box as a base.
The /media/sf_ddrshared works fine but another sync is created at /media/sf_media_sf_ddrshared which cannot be browsed.
An extraneous /vagrant synced folder is created that is needed for the Ansible playbook to work.
VM is created with an autogenerated name.
other issues?

@pkikawa had trouble getting Vagrant working on his Windows machine. Because of this and other issues we'll table this for now.
