Add sort field to ddr-org metadata #332

Organizations are listed on the collections pages of ddrlocal and ddrpublic sorted according to their IDs. In some cases we would like to be able to control the sorting e.g. to list the various JACL partners together.

Add a sort field to the metadata in the org repo organization.json file. Once that's all done and changes are propagated we can modify ddr-local and ddr-public to sort partners differently.

Added sort field to all organization.json files and git-pushed to mits3.
Updated ddr-cmdln do ddrindex org would include the sort field. Shipped in ddrcmdln v5.90.
Ran ddrindex org to publish change to elasticorange, elasticgreen, and elasticblue.
Updated ddrpublic to include sort field in Organization objects and use it for sorting the /collections page. Shipped in ddrpublic v4.6.1.
