Person search filters

geoff.froh: Users will definitely want to be able to filter [Person] searches by particular facility (i.e., “Tule Lake”) as they do with the current public names interface that has a drop-down to limit results to one camp. For the results filters, useful attributes would be: facility, birthyear, pre-exclusion city, pre-exclusion state, family number and gender
