Add timeline component #93

As Alec has sketched in Figma.

This timeline component would:

show notable historic dates from Densho timeline
show family member locations when family journeys are enabled
show number of features by month (eg, number of facilities open) for layers that are enabled

Layers like facilities could be represented as a simple heatmap (rectangle for that month is lighter or darker based on the number of facilities open that month).

Got a start on this in #97, others should feel free to grab that and continue work on it.
