[tn48m] Add new platform TN48M2-SWDEV #174

Add new platform support for TN48M2-SWDEV. This Platform is modified from TN48M2 with the SPI flash changed to 64MB to accommodate SwitchDev supported ONIE.

Add 64MB SPI NOR w25q512 support Linux-5.10 patch
Add TN48M2-SWDEV dts patch
Add TN48M2-SWDEV onlp support

Please split the patch up, and please give numbers how big the ONIE image with a Linux kernel with switchdev (official spelling in Documentation/networking/switchdev.rst) support is.

@paulmenzel By splitting the patch, do you mean splitting them to different commits? I can probably break out the spi nor patch, while I feel like the dts patch should stick with the rest of the platform support.
