Upgrade DentOS to debian 11 (maybe12)

Overview DentOS is based on debian 9, since than debian 10 and 11 got release, debian 12 is planned to be released in 2023, will be good to uplift dentos to latest debian

Use Case Debian LTS support for Debian 9 "Stretch" ended on June 30, 2022 patches, security fixes, and modernizing the os are needed.

Operation

• List how the feature works. Include details such as what packages are required, packet types are manipulated, etc. if such details are known.
• Describe how the user interacts with the feature and if userspace tool development seems necessary.
• Optionally, provide some high level insight on how the feature may be implemented

Testing existing tests risk with new code we get new bugs and move from debian 9 to debian 11 or 12 will be probably a considerable effort.
