Look to extend systemd-networkd with support for a DHCP snooping daemon

As systemd-networkd only has relatively limited runtime event/control interfaces and the DHCP snooping events probably need to be handled by the component which controls the packet filters, I'm skeptical if systemd-networkd is a good fit.
