As a user, I want to be able to sign in easily from the homepage navigation bar. #1044

In the Navigation Bar, when signed in "My Account" appears on the far right, but the "account" portion renders all the way back over under the floodlight logo. Three things: a. Can My Account stay all the way on the right? b. If you are not signed in, "My Account" doesn't appear, nor is it replaced by "sign In" ... any thoughts as to why? It seems like there should be a "sign In" tab here.
