Clean up steps in Story Builder (was: Publish is too far along in the story building process/story builder has too many steps) #579

We discussed skipping some of the intermediate steps (add data, tag), and simplifying the story building process so that it looks something like:

  1. Build --> 2. Publish --> 3. Enhance/Amplify/Add Metadata (we didn't settle on a name for this, but this is where you add tags, add data, etc.)

Noticed a bit of layout weirdness in IE8. The textarea for the summary overlaps the featured image selection widget.
