As a general reader, I want the ability to like a story. #983

As a system, we then need the ability o track who is participating with the likes (track TDF audience, track external readers?) ... shareable with users? Could be an aspect of our content aggregation?

This may be transforming some of the inspire, idea, fund badges to a like feature.

Some additional review and testing of the badging system needs to be done, especially with the concept of applying a counter to the badges, and differentiating badges. Potential here is to create a "like" feature, with "like" being replaced by the remaining badges listed in #1011: a. This is a great idea (lightbulb) b. I funded this ($), and c. I was inspired by this (heart).
