Lack of hyperlinks in UG and DG #15

Both the UG and the DG lacks a table of contents with hyperlinks to the different sections. This has led to a great inconvenience when I am trying to jump between different sections of the documents.

This can hinder the user quite a lot especially if your document is over 20 pages long for the DG with a lot of words.

we understand that there were no hyperlinks, but since the DG is not that long, and it has been categorized accordingly with clear headings to the classes and related commands, we feel that it is not a bug
