(feat) Should use a multiblock to create a dimensional gateway structure #2

As a player I would like the multiblock structure to be configurable like Extreme Reactor / TCon so that I can determine where to place controls and automation ports.

multiblock should use telepad blocks as construction blocks, should have one or more Dimensional Transceiver blocks, a new "dimensional prober" and "dimensional rift" blocks.

new blocks require tormented enderman heads, a nether star and combined with a soul vial that's captured a "dimensional rift"

There's a percentage chance that rifts are formed on breaking an ender pearl or portal blocks. Ender dust can also be used to create a ender compass for locating eyes of ender, nether portals, and end portals.

Rifts if stabilized will open to new dimensions (defaulting to a void world or randomly creating a portal to another existing dimension). Dimensions will be randomly chosen and (if looking glass is included) displays the other side to ensure its safe or not..

Dimensional gateways act as chunk loaders but operate with redstone to enable/disable themselves.

Should just use the current telepad and provide an "upgraded" block that creates dimensional gateway. This includes a dimensional panel.
