Frontend to Report Reuse

Reason for the PR

In order to minimize obstacles and possible error sources for reporters a user interface on the website could be helpful.

Changes in this PR

On the main screen an edit button was added in the bottom left corner. Clicking on it provides a dialog that allows users to report reuse based on a source paper. For this a user needs to provide a personal access token which is stored in the browser's local storage.

Known Limitations

• This feature is only helpful to report new reuse, not to correct existing data
• User feedback could be better

The Comment issue is a bit of a set back.. but there is no easy fix for this unfortunately. User feedback for the positive and negative cases can be improved in the future.
