Background
The Department of Veterans Affairs (VA) Office of Information and Technology (OIT) is looking to leverage industry best practices for the recruitment of a senior position responsible for management of data governance and department-level data analysis and evaluation, statistical analysis, modeling and simulations, and actuarial analysis.
This position leads the department's efforts to manage and analyze data in order to better evaluate and inform decision-making concerning programs and services for Veterans. In this capacity, this position would provide analysis and advice to the VA Secretary, Deputy Secretary, Undersecretaries, Assistant Secretaries, and other Key Officials.
This position has overall responsibility for leadership of the Office of Data Governance and Analytics with a budget of approximately $2.5 million. In carrying out the duties, this position actively coordinates and collaborates with executive leadership to ensure the work is linked to the strategic direction of the Department. This position has direct authority of approximately 30 employees through four direct reports, the Director for Statistics and Analytics; the Director for Data Governance and Management; the Director for Predictive Analytics and Actuary, and the Chief Actuary.
This senior position has direct responsibility in:
Providing executive leadership, direction, and guidance to the Statistics and Analytics Service; the Data Governance and Management Service, and the Predictive Analytics and Actuary Service.
Managing the three Services under the Data Governance and Analytics Office. Responsible for ensuring Veteran data; VA program data, and actuarial projections are integrated in the conduct of statistical and socio-economic studies.
Ensuring appropriate statistical, economic, predictive modeling, and operations research methods are applied to a wide variety of statistical and research initiatives.
Leading and supporting VA's business intelligence needs by applying analytic capabilities to predict future demands for VA services and benefits. Supports decision making and resource allocation requirements through data collection, analytics, and projections.
Representing the Assistant Secretary and the Department on data governance, data management, and statistical and actuarial analysis before external and internal audiences at the highest levels within government and the private sector.
Developing and implementing plans for new programs and procedures and reviews existing programs and procedures for overall effectiveness.

The VA is looking for a vendor to describe the best attributes and qualifications of a person to meet these job related duties. These attributes could entail education, work experience, technical and business acumen, and other characteristics an individual for this position should possess.
What is the most common approach in the private sector for recruiting an applicant of this caliber based on the description above and industry best practices?
The vendor should take best practices and position equivalents from both private and public sector and utilize this research in the response to this request. (Questions / Notes will be provided to the VA for review).
Deliverables
Provide a position outline that would help describe / recruit an individual for this position, (No more than two pages) with the rationale for the selected approach.
Vendor should comprise a set of questions (minimum of 15) with suggested responses that would help identify an individual for this position.
Create a selection criteria matrix that can be used to evaluate applicants off of resumes and interview question that will allow the VA to categorize applicants by tiers of qualifications.
Deliverables shall be submitted to VA's GitHub Repo.
Time Box
VA anticipates a 4-week iteration to be sufficient.
Vendors may propose alternate time frame for VA's consideration.
Disclaimer
In performance of this effort, the contractor shall not perform a function that requires access to a VA system or VA sensitive information (e.g., system administrator privileged access to a VA system, or contractor systems or processes that utilize VA sensitive information). Additionally, the contractor shall not connect one or more contractor-owned IT devices to a VA internal trusted network. Finally, this acquisition does not involve the storage, generating, transmitting, or exchanging of VA sensitive information.
Evaluation
Vendor shall describe how they will complete the deliverables and provide a fixed price for the entire work effort. VA's micropurchase authority is $10,000 or less.
Government will determine which proposal is most beneficial to the Government.
