As a VRO Platform Engineer, it is critical to understand the dependencies on the VRO platform to effectively troubleshoot issues. This ticket is to create a section on the Wiki called "Dependencies" that we can reference ourselves and share with partners. This will help everyone understand complexities better.

AC:

• Dependency documentation covers all VRO Services, including partner team applications
• There are links to partner team diagrams of their applications that live on VRO and incident response documentation links to them
• It is clear who to contact when there are issues, how to contact them, and any known escalation paths are listed
• Use creative freedom
