Add metrics for number of contentions sent in request to Max Ratings API #3062

Without making code changes to the Max Ratings API, some interesting metrics to include on the Max Ratings Dashboard on the VRO side can be groomed from the log statements on response.

Metrics could include:

the number of contentions in the response (duplicate diagnostic codes would not be covered)
the count of unique diagnostic codes requested

Log Metrics can only be groomed from the response because we do not log any part of the request. This means that the metrics are only relevant for unique diagnostic codes. The following charts were added.
