Moving to the backlog while we wait for our dependency on the veteran verification API (DBEX) team to be sorted out.

For now we're planning a temporary fix to exclude hyphenated conditions from the Max CFI intervention. See https://github.com/department-of-veterans-affairs/abd-vro/issues/3202.
