Implement a custom RDS monitoring solution #3124

What:

We need to ensure we are monitoring all data on RDS to successfully implement a retention policy. This task is to create those monitors.

AC:

  1. Data is time stamped
  2. Data maturing past one year alerts the VRO Team
  3. What else should we monitor-capture data on CPU, memory, I/O, disk utilization, and logs?
