Problem/Need

The EE team has completed https://github.com/department-of-veterans-affairs/abd-vro/pull/3135, which refines API behavior based on feedback from Compensation Services. They would like this change to be deployed.

Acceptance criteria

develop is deployed to all environments.

Deployments for all environments were completed Jul 1.
