We want to look at existing guidance about what kinds of evidence to submit so we can understand where Veterans might encounter that content, and so we can identify leverage points where we can focus our intervention.

We also want to look at third-party generated content (e.g. From VSOs and private reps) to see how they are guiding Veterans.
