User Story

As a VRO engineer, I would like to be able to run integration tests with the BIP service in our sandbox environment. This requires authorization from the BIP team.

We have credentials. However, on recent attempt to generate a JWT on the BIP API's uat environment (which is what VRO's sandbox environment integrates with), we're receiving 4xx status code errors.

Acceptance Criteria

verify VRO's credentials for BIP UAT are valid
~generate a JWT token on BIP UAT~. 7/15 note: this is disabled beyond the development cluster
update documentation on who to reach out to on BIP for these type of requests - potentially on BIP Claims API (wiki)

update: verified with the BIP team that the profile we're using for that environment is correct. I'm not certain the EE team is unblocked - will follow up with them later today.
