Description: I believe that the mock BGS container is failing to start due to recent changes in PR https://github.com/department-of-veterans-affairs/abd-vro/pull/3169/files|#3169.

Replication: Recent PR and develop CI runs are failing. This <https://github.com/department-of-veterans-affairs/abd-vro/actions/runs/9914521637|test run> is related to the PR in the description.

Application non-functional: Yes

Blocker: Yes

Severity Level: SEV 4. This issue interfered with pre-production activities. The production environment was not unstable nor affected by this incident.

3194 has been approved and merged into the default branch.

I verified that the CI tests are no longer failing due to a failure in the mock BGS container.
