Short answer YES.
Through some testing in staging, I was able to confirm that we can use the BIP claims API to view the claim details for dependency claims that established EP130s in VBMS. See this slack thread for the process to do so.
When getting the claim contentions for the EP130, we received a 204 indicating there were no contentions on the claim. So the answer to whether or not these claims have contentions established on them is likely NO. According to chat GPT, When you file VA Form 686c ("Declaration of Status of Dependents") on VA.gov, it generally does not create contentions in the same way as a disability compensation claim. Contentions are typically associated with claims for service-connected disabilities where the veteran is claiming specific medical conditions or injuries related to their military service.
I reached out to Jen and Emily to see if we can get hooked up with Daniel Bennet to schedule a meeting where we can further discuss the problem, and what they would like to see implemented.
Reached out to David Reis via slack -- who was the recommended contact to learn more about this from the VSR perspective. At the moment we need to understand what is actually "merged" manually with these claims. It was not easy to tell from Derek's research into the endpoints and VBMS.
