The svc-bgs-api needs some TLC.

Couple of possible improvements:

Currently the same queue is responsible for dealing with requests for two different downstream BGS endpoints, and this should be split into two.
More comprehensive unit tests
Rubocop linter / SCA
githooks to prevent lint issues / non passing unit tests
