When a decisions attorney is reviewing vacated decision issues and they disagree with the VLJ's decision to vacate specific issues or discover evidence that warrants denying or dismissing the Motion to Vacate, they need a way to return the case to the judge so the judge can address this.
Problem statement
Decisions attorneys have the ability to correct issue text, however since the VLJ has already marked specific issues as "vacated", attorneys have no way to take another action on those. If they would like to edit the issues that are being vacated or would like the VLJ to change their decision, they must return the case to the VLJ. The "return to judge" banner and modal must help attorneys understand when they would use this action, and what would happen next.

Background/context
Based on discussions with eng and product, the team has decided to give attorneys the ability to edit issue text, but not the issues themselves. If they disagree with their VLJ's decision (which is unlikely), or discover an error, they need to be able to return it to the judge with context.
A VLJ expressed that there has to be a way for the case to come back to them, in case there is an error; there needs to be backwards path to undo something so that the process doesn't face any blockers.
