Check if issues enabled on repo before opening issue in `verify-scans` #38

A few repos don’t have GitHub Issues enabled and thus we can’t open fallback issues. The repository object already has an issues_enabled key in it, so we should be able to do a quick check of that before attempting to open the issue.
