While new eMASS systems may come into existence, it is also possible that existing eMASS systems may be retired. When a system is retired we should remove all eMASS repos corresponding to that system. This should be added to the emass-promotion app to do clean-up of retired repositories by doing a diff of all repositories against the canonical eMASS ID list.
This will run daily as part of the emass-promotion workflow.
