[AP] Next Build reverse proxy prod bucket testing for staging

Description

The goal of this ticket is to properly test changes to the reverse proxy via our test plan in the staging environment (staging.va.gov). This ticket is testing staging.va.gov pointing to the next build next-content.www.va.gov s3 bucket. This test is specifically testing the production environment while the bucket is empty. When testing, a thread should be started in the #accelerated-publishing slack channel to keep the team updated with passing or failing test. All findings should be recorded in this ticket.
