Updating / simplifying color variables. closes #99 #106

@gnakm Actually, this will be affected by #95, so I may close it. Sit tight :-)

I'm assigning this to you for a design review first, Gina. I updated the colors to bring them in line with USWDS colors, but I don't think I got them quite right (particularly the top navigation and drawer navigation). Once we get those nailed down we can reassign for a code review.
