Task Description

• Add some additional text on the VA Forms Library Overview page noting that a new version of the Forms Library (the VA Forms System Core (VAFSC) is under development and include links to the VAFSC Work Stream page and the VA Forms System Core Docs page.
• Please locate this new text in the Welcome section at the top of the page after the "This is technical documentation meant to serve..." paragraph.

Acceptance Criteria

• [ ] Text addition has been made to the VA Forms Library Overview page as detailed in the Task Description section.
  • [ ] Updated page has been deployed to the live Platform help site.
