Schedule downtime message for 2024 COLA updates

Description

All upstream systems will be down from early morning Nov.16, 2024 until evening Nov.17, 2024 Nov 23, 2024 until evening Nov. 24, 2024. Being that this a weekend, we need to schedule a maintenance/downtime message to display in the mobile app prior to login (login will be down as well).

VBMS Release 36.2 Deployment is schedule to be complete by 6pm on Nov. 17 Nov. 24, so we should be able to pull down the message after that

We're going to monitor the schedule for updates, but we should proactively install the waygate at least a week ahead of time. We can settle on official times in the comments of this ticket.

Acceptance Criteria

• [x] Message content is created and shared with engineering
• [ ] Content is added to the waygate
• [ ] Waygate is scheduled to appear at or before 12am on Nov. 16
• [ ] Watgate is scheduled to disappear Nov. 17 in the late evening or night

UPDATE

COLA downtime has been postponed and tentatively moved to Nov. 23-24.
