Upgrade mobile design library package to version 0.27 and default 'useOldLinkComponent' to true

Why Should We Prioritize?

We'd like to start turning back on the link component to a subset of users and see if we can reduce the number of crashes happening even further before doing so.

@cadibemma It looks like its been quite a while since the library was last upgraded. Would it be possible to get me a list of any changes to existing components that might have occurred since we last upgraded the library (just so I can double check that nothing is broken).
