Steps to Reproduce
One of the the gitub username assignee on the release_ticket.md template was inputted incorrectly.
After updating the template with the correct github username.
Since the release was successul but the job to create the release branch or issue wasn't. We had to.
Delete the release/v2.42.0 branch locally and remotely
Delete the RC tag RC-v2.42.0-112024-0609 locally and remotely
Manually run the new_release_branch.yml on workflow dispatch since this workflow thrigger the create of release ticket, and slack coordination thread
