BUG - sev 3 - All - not all e-folder documents in claims uploads are viewable

What happened?

With the newly introduced ability to view previously uploaded photos and documents supporting a claim, not all files are viewable.

Specs:

• Device: all
• OS: all
• User Account: any with an active claim on step 3 with file requests
• Accessibility State:n/a

Steps to Reproduce

• log in using an account with active claim file requests
• go through steps to upload a photograph or document in support of an open claim
• view the list of submitted document
• observe the files most recently submitted have no chevron and cannot be opened/viewed

Desired behavior

submitted files should be viewable
