CDC Background Job Success Metrics/Dashboard

Description

As product and engineering teams, we want to track CDC integration errors so that we make adjustments as needed and receive and remain in ATO compliance.

As part of this story, we want to:

• Add metrics that track success and errors in the daily job and pipe them into a Datadog dashboard so that we know the percentage of time it succeeds.

Acceptance Criteria
