Need a more reliable test user for commissary letters than +228 #5067

Description

As a member of the mobile app team, I want to be able to see/test commissary letters reliably, so that we can be sure that commissary letters work for veterans who want to use them in our app.

We found out recently that our only known staging test user with this data prepped (+228) is prone to breaking. Quote from DSVA slack:

My advice (and this is to everyone with issues with 228) is to prob find other test users if possible. I’d never want you to rely on 228 for a demo or something and have him randomly break

Moving to global (responsible for letters). Doesn't need to be done urgently, but will need to be accomplished prior to [next thing that requires full letters testing]
