Need a more reliable test user for commissary letters than +228

Description

As a member of the mobile app team, I want to be able to see/test commissary letters reliably, so that we can be sure that commissary letters work for veterans who want to use them in our app.

We found out recently that our only known staging test user with this data prepped (+228) is prone to breaking. Quote from DSVA slack:

My advice (and this is to everyone with issues with 228) is to prob find other test users if possible. I’d never want you to rely on 228 for a demo or something and have him randomly break

As part of this story we want to:

• Figure out which team can prep a commissary letter on a different staging test user
• Have them prep it on at least one of the more-stable test users (ideally two or more!)
• Update our documentation (just @ a QA in this ticket, and we can update the relevant case in TestRail) to point to the newly-prepped users
